Texas Plumbing Code: What You Need to Know

Texas plumbing code exists to protect public health and safety. As a DFW homeowner or landlord, here are the code requirements that are most likely to affect you.

Licensed Plumber Required

Texas law requires a licensed plumber for any work that connects to the water supply or drainage system. This includes:

  • Water heater installation or replacement
  • Gas line work (any gas appliance connection)
  • Sewer line repair or replacement
  • Adding or moving plumbing fixtures
  • Backflow preventer installation
  • DIY exception: You can replace a faucet, toilet, or garbage disposal yourself. But any work involving gas lines, water lines inside walls, or drain/sewer lines requires a license.

    Water Heater Requirements

  • **T&P (Temperature & Pressure) valve** — Required on all water heaters. Must discharge to within 6 inches of the floor or to the exterior.
  • **Expansion tank** — Required in most DFW municipalities when the home has a backflow preventer or pressure reducing valve (closed system).
  • **Proper venting** — Gas water heaters must be properly vented to the exterior. Carbon monoxide is no joke.
  • **Drain pan** — Required when installed above living space (second floor, attic).
  • Backflow Prevention

  • **Required** for homes with irrigation systems, pools with auto-fill, or any cross-connection to the potable water supply.
  • **Annual testing** required by most DFW municipalities (Dallas, Fort Worth, Arlington, Plano, Frisco all require it).
  • **Cost:** Annual backflow test is $89 at DallasPlumber.com.
  • Smoke and CO Detectors (for Landlords)

    Texas Property Code requires:

  • Working smoke detector in each bedroom and on each level
  • Landlords must install and test before each new tenancy
  • Detectors over 10 years old must be replaced
  • Rental Property Requirements

    DFW landlords must ensure:

  • All plumbing fixtures are functional
  • Hot water is available (120°F recommended, 140°F maximum)
  • No active leaks
  • Sewage properly drains
  • Working smoke detectors installed
  • When You Need a Permit

Most DFW cities require permits for:

  • New water heater installation (yes, even replacements in some cities)
  • Gas line work
  • Sewer line replacement
  • Adding new plumbing fixtures
  • Repiping
  • At DallasPlumber.com, we pull all required permits and handle inspections as part of our service. You don't have to deal with city inspectors — we handle it. Call (682) 900-4100 for code-compliant plumbing work.
